New Automobile Safety Standard will be Implemented

Recently, China Automotive Technology Research Center released the last batch of c-ncap collision results in 2014, and 14 models of automotives undergoing test got 5-star rating. It is reported that c-ncap management center improves some details based on c-ncap Management Rules (2012), forms c-ncap Management Rules (2015) that will be formally implemented as of July 1, and asks personnel from automobile industry for advice. 


The c-ncap collision test results are announced 


With the upgrading of c-ncap management rules over the years, some safety configuration originally installed in middle and high-level motor vehicles is moved down gradually, and it is also the safety configuration that enables Independent vehicles to obtain good marks constantly in recent years. Following the Global Hawk gx7 that got the highest score in the c-ncap collision test in 2002, Changan cs75 defeated all joint venture vehicles and independent vehicles in the last collision test in 2014. It ranked first with a score of 59, which refreshed the highest record in the history of c-ncap, and became the five-star safety champion. 


It is understood that, among 40 models of vehicles undergoing collision test in 2014, a batch was better than another batch, which is mainly because that vehicle enterprises put more emphasis on standards, and increased auxiliary active safety and passive safety devices, thus filling up the score lost at other aspects. The c-ncap Rules (2015) will be largely adjusted to promote vehicle enterprises to further improve their product level and safety technology level. 


Upon analysis, industry insiders consider that the average score and overall star level of the vehicle types under evaluation are good on the whole, seeing from the test result data of vehicles. Furthermore, the seatbelt reminder, side airbag, isofix and other safety equipment have high configuration proportion. More and more enterprises apply for evaluation voluntarily, which indicates that c-ncap evaluation score and star level have become essential parts of marketing of new vehicles, in addition to their hope of reflecting the design and development progress and results of their products. 


The new rules will be implemented in July 


In the automobile industry, it is relatively contradictory between the emphasis of customers on safety and technology upgrading of vehicle enterprises. However, since the safety evaluation standard is established, the whip of "safety level" drives vehicle enterprises to meet growing safety demands of customers.  


Since c-ncap Management Rules (2006) were implemented in 2006, China Automotive Technology Research Center has successfully tested and evaluated more than 200 models of vehicles. Meanwhile, with the change in vehicle products and progress in product technology, the c-ncap Management Rules are also improved for multiple times and undergo the change from version 2006, version 2009 to version 2012. 


It is reported that a vehicle model getting a five-star rating in 2014 can only get a four-star rating if being measured according to the c-ncap Management Rules (2015). The c-ncap management center will improve the safety standard according to the overall product level of the industry and the improvement of safety technology level, thus reflecting the leading role of the standard. 


Child safety seat has low safety index 


Based on the collision evaluation of the last batch of vehicles (14 models) in last year, evaluation of child restraint systems for vehicle was increased. Totally 24 child restraint systems for vehicle, in the first batch, were subject to evaluation test. Results show that half of the child safety seats have poor rating in test, including abyy, mamabebe, babyfirst, gaberen, Pui Chi, Sunwld Dynasty, Mirabel, meinkind, lutule; and 12 products from 12 child safety seat brands got a rating of "no-recommendation". 


It is understood that the evaluation of child restraint system for vehicle was divided into two classes, i.e. evaluation of system for infant and evaluation of system for schoolchild. Some safety seats for infant from some brands got a rating of "so-so", and safety seats for schoolchild got a rating of "no-recommendation". As children in different ages are largely different in height, weight, and center-of-gravity position, customers shall select safety belts based on the ages of children. 


Industry insiders say that the current child safety seat market is quite a mixed bag, the market access threshold of related products is not high, and some enterprises lack deep understanding of product's technology level and safety demands. Besides, the market has poor normalization, the law enforcement and supervision are not enough, 3c certification just starts, and good market order and competition environment have not been formed. In order to avoid children from being hurt by inferior products, related departments are required to establish a strict production supervision system.
